Gretchen Shugarts is a public policy professional specializing in health equity, insurance coverage, and legislative analysis. She is proud to be part of the Commission’s inaugural team where she supports the Connecticut General Assembly by providing legislative analysis grounded in evidence-informed policy development with the goal of addressing racial and ethnic disparities across the state.
Gretchen’s professional experience spans both the judicial and legislative branches of Connecticut state government. She earned her MA in Sociology from the University of Connecticut and BA in Sociology and Black & Puerto Rican Studies from Hunter College of the City University of New York.
Her work reflects a commitment to advancing policies that promote equity and better outcomes for Connecticut residents.
