And recognizing unprecedented longevity in Connecticut\u2019s population, coupled with sheer increases in the number of older adults, the Connecticut General Assembly charged Connecticut\u2019s Legislative Commission on Aging with facilitating this initiative (<a href=\"http:\/\/cga.ct.gov\/2013\/ACT\/pa\/pdf\/2013PA-00109-R00HB-06396-PA.pdf\">Public Act 13-109<\/a>).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Did You Know?<\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li>Connecticut has the 3rd highest life expectancy in the nation, at 80.8 years.<\/li><li>Connecticut is the 7th oldest state in the nation, based on median age.<\/li><li>Between 2010 and 2040, Connecticut\u2019s population of people age 65 and older is projected to grow by 57%. Its population of people age 20 to 64 is projected to grow by less than 2% during the same period.<\/li><li>These demographic shifts represent a permanent transformation not only for Connecticut but around the globe.<\/li><\/ul>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Definitions<\/h2>\n\n\n\n<p>Livable communities are places that foster independence and support residents across the lifespan. They offer affordable, accessible, and diverse housing and transportation options and public buildings and spaces; supportive community features and services; and vibrancy and opportunities for community engagement. They engage residents in civic and social life, and allow people to remain in their homes and communities. Done well, they enhance the quality of life for all residents, create tremendous economic value in towns and cities, promote healthy living and support environmental sustainability.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Resources<\/h3>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"http:\/\/www.cdc.gov\/healthyplaces\/terminology.htm\" target=\"_blank\" rel=\"noreferrer noopener\">Healthy Places Terminology<\/a><\/li><\/ul>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Benefits of Livable Communities<\/h2>\n\n\n\n<figure class=\"wp-block-image aligncenter\"><img fetchpriority=\"high\" decoding=\"async\" width=\"300\" height=\"229\" src=\"https:\/\/wp.cga.ct.gov\/cwcseo\/wp-content\/uploads\/2019\/09\/livable-benefits2-300x229.jpg\" alt=\"\" class=\"wp-image-1167\" srcset=\"https:\/\/wp.cga.ct.gov\/cwcseo\/wp-content\/uploads\/2019\/09\/livable-benefits2-300x229.jpg 300w, https:\/\/wp.cga.ct.gov\/cwcseo\/wp-content\/uploads\/2019\/09\/livable-benefits2.jpg 342w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/figure>\n\n\n\n<p>Older adults generally want to remain in their familiar home and neighborhood environments. Creating livable communities successfully allows people to age in place. And the same principles that make a community \u201clivable\u201d for older adults benefit everyone.<\/p>\n\n\n\n<p><strong>Livable communities are attractive to all ages.<\/strong>&nbsp;Livable communities features are also likely to attract residents from across the lifespan, including professionals needed to support aging in place and in community. These features include broad housing and transportation options in higher-density, vibrant areas with public amenities and lively commercial districts.<\/p>\n\n\n\n<p><strong>Livable communities create economic value.<\/strong>&nbsp;Livable communities have been associated with increases in home values, higher property and sales tax revenues, savings on service delivery and infrastructure costs, growth in business revenues and development opportunities, and decreased individual transportation costs.<\/p>\n\n\n\n<p><strong>Livable communities promote health.<\/strong>&nbsp;Community conditions can impact physical activity levels, food access, air quality, and social cohesion. Livable communities increase opportunities for every resident to make healthy choices.<\/p>\n\n\n\n<p><strong>Livable communities drive environmentally responsible development<\/strong>. To date we have strategically cultivated nearly 60 organizational partners, through which we connect related initiatives to maximize resources and expertise to shape community can support and inspire the critical local and regional initiatives and opportunities needed to realize livable communities that support aging in place.&nbsp;The Commission on Women, Children and Seniors&nbsp;works with members of the Connecticut General Assembly and various partners to identify and promote innovative and wide-ranging legislation related to livable communities and aging in place. Areas range from telehealth to economic security to countless initiatives in between.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Legislative Highlights<\/h3>\n\n\n\n<h4 class=\"wp-block-heading\">2015:<\/h4>\n\n\n\n<p><a rel=\"noreferrer noopener\" href=\"https:\/\/www.cga.ct.gov\/2015\/ACT\/PA\/2015PA-00041-R00SB-00502-PA.htm\" target=\"_blank\">Public Act 15-41<\/a>&nbsp;improves bicyclist safety and transportation options in Connecticut.<a rel=\"noreferrer noopener\" href=\"https:\/\/www.cga.ct.gov\/2015\/ACT\/PA\/2015PA-00057-R00SB-00677-PA.htm\" target=\"_blank\"> Public Act 15-57<\/a>&nbsp;expands tax increment financing (a special funding tool that promotes investments in downtowns), allowing municipalities to create a defined district and plan, and then use the tax revenues generated within the district for investment within the area. <a href=\"https:\/\/www.cga.ct.gov\/2015\/ACT\/PA\/2015PA-00001-R00SB-01501SS1-PA.htm\" target=\"_blank\" rel=\"noreferrer noopener\">Public Act 15-1<\/a>&nbsp;(Section 229) allows a nonprofit organization contracted by the Department of Rehabilitative Services to administer the grant program authorized by&nbsp;<a href=\"http:\/\/cga.ct.gov\/2014\/ACT\/PA\/2014PA-00098-R00SB-00029-PA.htm\" target=\"_blank\" rel=\"noreferrer noopener\">Public Act 14-98<\/a>&nbsp;(see description below under \u201c2014\u201d).<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">2014:<\/h4>\n\n\n\n<p><a href=\"http:\/\/cga.ct.gov\/2014\/ACT\/PA\/2014PA-00098-R00SB-00029-PA.htm\" target=\"_blank\" rel=\"noreferrer noopener\">Public Act 14-98<\/a>&nbsp;authorized $6 million in&nbsp;<a href=\"http:\/\/www.cga.ct.gov\/2014\/FC\/pdf\/2014SB-00029-R000653-FC.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">bonding<\/a>&nbsp;money to provide grants to older adults and persons with disabilities to make home modifications and purchase assistive technology so they can remain in their homes.<\/p>\n\n\n\n<p><a href=\"http:\/\/www.cga.ct.gov\/2014\/act\/pa\/pdf\/2014PA-00073-R00HB-05227-PA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Public Act 14-73<\/a>&nbsp;requires Connecticut\u2019s Legislative Commission on Aging to recognize communities that have implemented livable community initiatives.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">2013:<\/h4>\n\n\n\n<p><a href=\"http:\/\/www.cga.ct.gov\/2013\/act\/pa\/pdf\/2013PA-00109-R00HB-06396-PA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Public Act 13-109<\/a>&nbsp;created a livable communities initiative to help municipalities prepare for the growing aging population. It required Connecticut\u2019s Legislative Commission on Aging to<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Serve as a forum for best practices and a resource clearinghouse;<\/li><li>Establish and facilitate partnerships;<\/li><li>Identify various public and private funding sources;<\/li><li>Create a livable communities website; and<\/li><li>Report annually on the initiative to the Connecticut General Assembly\u2019s Committees on Aging, Housing, Human Services and Transportation.<\/li><\/ul>\n\n\n\n<p><a href=\"http:\/\/www.cga.ct.gov\/2013\/act\/pa\/pdf\/2013PA-00250-R00SB-00886-PA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Public Act 13-250<\/a>&nbsp;implemented many recommendations of the Aging In Place Task Force (<a href=\"http:\/\/www.cga.ct.gov\/2012\/ACT\/sa\/pdf\/2012SA-00006-R00SB-00138-SA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Special Act 12-6<\/a>), making changes in several statutes to help people remain in their own homes and communities as they age. Specifically, it:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Requires a coordinated outreach system to increase the use of the supplemental nutrition assistance program;<\/li><li>Suggests that local plans of conservation and development include a component of planning for older adults and individuals with disabilities to remain in their homes and communities;<\/li><li>Specifies that a ramp for wheelchair use be included in the list of visitable features that are exempted from obtaining a State Building Code variance;<\/li><li>Expands the list of mandated elder abuse reporters and establishes a new training requirement for their employers;<\/li><li>Requires the Department of Social Services to issue a yearly report to the Connecticut General Assembly, detailing the number of elder abuse complaints and disposition of complaints from the previous calendar year; and<\/li><li>Requires a public awareness campaign to educate older adults on ways to resist aggressive marketing tactics.<\/li><\/ul>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h1 class=\"wp-block-heading\">Reports<\/h1>\n\n\n\n<p><a href=\"http:\/\/www.cga.ct.gov\/2013\/ACT\/pa\/pdf\/2013PA-00109-R00HB-06396-PA.pdf\">Public Act 13-109<\/a>&nbsp;requires the Commission to report annually on Connecticut for Livable Communities to the Connecticut General Assembly\u2019s Committees on Aging, Housing, Human Services and Transportation.
