Policy Director

Born and raised in Santiago, Chile, Werner Oyanadel’s journey into advocacy and public service was deeply influenced by his challenging upbringing, living in a country under the shadow of a dictatorship. This early experience instilled in him a profound commitment to strengthening the foundations of democracy and promoting a pluralistic view for its vibrancy.

With a degree in Political Science, he chose the path of influencing change through public policy in Connecticut, rather than through street protests. As the Latino and Puerto Rican Policy Director for the Connecticut General Assembly’s Commission on Women, Children, Seniors, Equity, and Opportunity (CWCSEO), Werner has dedicated his career to bridging gaps and fostering opportunities for Latino and Puerto Rican communities. His work has earned him recognition, including being named one of the “50 Most Influential Latinos in Connecticut” by Latinos United for Professional Excellence (LUPA) in 2014 and receiving the W.L. Gilbert Award for Outstanding Community Service in 2015.

With a strong background in public policy research and administration, Werner has consistently advocated for best practices and sound public policy within Connecticut’s legislative landscape. Beyond his professional roles, he actively engages in civic initiatives, advocating for immigrant rights, racial equity, and social progress. He is also deeply committed to the cause of re-entry and second chances, recognizing the importance of providing opportunities for individuals seeking to rebuild their lives after incarceration.

In his downtime, Werner Oyanadel is a multifaceted individual with a passion for diverse pursuits. He is an avid student of chess, finding strategic thinking and intellectual challenge in the game. He enjoys flying drones, exploring the world from a different perspective, and he indulges his adventurous side by riding Harley Davidson motorcycles.

Werner’s commitment to creating positive change in his community has earned him accolades and awards, culminating in the upcoming State Representative Ezequiel Santiago Hispanic Champions for Justice Award. His journey from his early inspirations to becoming a recognized advocate for justice, equity, and opportunity exemplifies his unwavering dedication to social change, public service, and a life rich in diverse experiences—all driven by the enduring lessons of his challenging upbringing under a dictatorship, motivating him to strengthen democracy’s pluralistic vision and provide second chances to those in need.
